What Cen Pac Can Do as Your Property Manager
Management of an entire condominium or HOA requires a company that knows what’s needed at this level as well as how to navigate the world of Bylaws and Boards. Below, we’ve laid out the general duties and work we perform for HOAs here in Honolulu, but keep in mind that the list can be expanded or shortened to suit your property’s needs. WE know that one size of services does not fit all. However, these are the general standard tasks we perform so you can understand what we can, and do, provide for our clients.
Comunication
- Maintain communications with the board, association members/owners and vendors.
- Distribution of annual meeting notices
- Send memorandums for or on behalf of the home owners association

FISCAL MANAGEMENT
- Collections of assessments, maintenance fees, late fees, etc.
- Oversee & confirm payment of bills
- Create & send monthly statements to owners
- Produce Financial Statements for the Board of Directors
- Draw up for Board a draft operating budget
- Budget policy implementation
- Store financial records for 3 years
- File Association GE Taxes
- Arrange for tax preparation papers and association records audit
CONSULTATION & ADVISEMENT
- Give board guidance on the governing documents
- Refer needed professional advisors to the board (e.g. attorney, accountant, engineer)
- Review insurance coverage and process any claims
RECORD KEEPING SERVICES
- Maintain files for all association members/owners
- Maintain association’s records
PROPERTY MANAGEMENT & MAINTENANCE
- Handle interviewing and hiring process of association employess
- Oversee and, when required, terminate association employees
- Negotiate contracts – with board approval
- Negotiate contracts – with board approval
- Monitor contract vendors such as landscapers and custodial services
- Inspect and maintain common elements
- Handle any emergency or exigency that arises
ADMINISTRATION
- Perform biannual registration of the homeowners association with the State of Hawaii
- Attend quarterly director meetings (90 minute per)
- Attend annual general membership meetings
MISCONCEPTIONS ABOUT THE PROPERTY MANAGER’S DUTIES
There are some duties that a property manager does not do in the vast majority of cases.
A property manager does NOT:
- Negotiate disputes between owners
- Managers may handle communications in the case of governing document violations.
- Advise on legal matters
- Managers may recommend legal advice be solicited. Attorneys should be consulted.
- Have to be available 24/7
- Managers should have procedures to handle emergencies and timely communication.
- Have to be on-site whenever contractors are on the property
- Managers should do spot checks and a final inspection with a board representative.
- Report to individual owners
It’s important to understand that the HOA Manager is contracted to the board, not individual owners. Because of that, owners’ concerns or issues should usually be voiced to the board members, rather than the property management company.
